451 EMERGENCY AND DISASTER MANAGEMENT

GENERAL INFORMATION
Emergency is used as a response to all situations that require priority. It is defined as 'unexpected and unforeseen events' in the emergency management literature, which can be expressed as a set of events that are unpredictable, develop suddenly and require rapid intervention. There is no continuity in the emergency, it is limited in time and ends when the factors that necessitate the emergency disappear. Emergency; These are unexpected events that endanger life and/or property, health, and require immediate response by implementing routine social resources and procedures. According to the definition made by the United Nations Humanitarian Organization, which is widely used; Natural, technological or human-based events and their consequences that cause physical, economic and social losses for people, negatively affect communities by stopping or interrupting normal life and human activities, and which the affected community cannot overcome by using its own opportunities and resources. Disaster hazards are sometimes of natural origin such as flood, earthquake, landslide, drought, avalanche, tornado, hail, snow type, storm and the like. In addition, the dangers; It can be of human-technological origin, caused by biological or chemical substances that will be released as a result of industrial accidents, have lethal effects, or excessive radiation to the atmosphere from nuclear facilities. Our country is a country where many natural disasters, especially earthquakes and floods, take place. With the awareness of our Great Leader Mustafa Kemal Atatürk's statement: "It is necessary to think about preventive and protective measures before disaster strikes, there is no use to lament after it comes", who knows very well what to do before, during and after all natural disasters, who can take all kinds of precautions and who can respond to the event.
