Course Objective The aim of this course is to analyse organization theories, particularly bureaucracy, in public administration in detail.
Course Content The course aims to explore the emergence of public organizations and state bureaucracy within the framework of the organization and bureaucracy theories with the help of primary sources. In this context, the emergence and development of the concept of bureaucracy; Weberian bureaucracy (ideal type) and post-bureaucracy theories; the different views of the state systems about bureaucracy and the location of the bureaucrats within the state mechanisms are examined in detail. Also, the changes in the perception of the bureaucracy affected by the change in administration theories are the other topics in the course.
