Course Objective The aim of this lecture is to critically evaluate the basic approaches and theories in the Public administration and administrative science in a comparative manner with a comparative perspective.
Course Content Within the framework of this course, influential/important approaches and current theories will be taken into account: 1) administrative process approach/school, 2) experimental approach/school, 3) behavioral approach/school 4)bureaucratic analysis school, 5)social system approach/school, 6) decision-making approach/school, 7)system approach. Public administration theories within the frame of the course are; 1)new public management 2) American new public administration movement (NPAM), 3)crisis in public administration (identity/legitimacy), 4) New Right and transformation of state, 5)public choice theory 6)Modernism and post-modernism in terms of pubic administration, 7) Post-bureaucracy and post-fordism, 8)chaos and complexity sciences, 9)critical theory, 10)globalization and governance, 11)other schools of public administration

COURSE LEARNING OUTCOMES
1Defines the basic concepts and theories of the administrative science and public administration.
2Reveals the chronological development of organizational theories.
3Interrelates the theories of administrative science and public administration in a comparative manner.
4States the additions of theorists into the sphere of administration with a comparative perspective.
5Relates the present organizational and management approaches.
6Comments on the emerging issues by using his/her information and experience.
