Course Objective In this lecture, local governments are to be critically evaluated from the perspective of being sub-organizations of the public administrations. In this evaluation, the concept of local administration, the organizational structures and functions comprise the core elements of the lecture. Besides, the relations of the local administrations with the central administrations are to be criticized by taking the present problems of local governments at the base.
Course Content The course has the objective of the analysis of those key topics; characteristics of the term that local administrations in Turkey come to the scene, local administration tradition which is transformed from Tanzimat Period to Republic of Turkey, improvements and changes at the local administrative field that have made after the establishment of Turkish Republic, the effects of industrialization and urbanization processes which had been started at 1960s and accelerated in 1970s on local administrations, local administration tradition at the term until 1980s, legal resolutions that have prepared in 1990s and the efforts in strengthening local governments, local governments’ laws in 2000s and their results on local administrative system; and their innovational effects, a general analysis of Turkey’s local administrative system problems in terms of globalization, decentralization and European integration.
