Course Objective The general objectives of this course is to analyse the human resource management principles, evaluation of the reasons of the transition from personal administration to human resource approach, assessment of the factors that determine organizational efficiency and success, basic problems of organization concerning with human resource issue and lastly future directed perspectives. The additional aims of the course are to examine basic principles of Turkish public administration and its fundamental problems and to evaluate the recent reform-making efforts.
Course Content Transition from personal administration to human resource management, basic principles of human resource management, the provisions and methods of personal employment, methods of in-service training, personal evaluation, performance management, personal promotion, career planning, principles of Turkish Personal Regime, its basic problematic fields and reform-making efforts

COURSE LEARNING OUTCOMES
1Define the basic concepts of the human resources field.
2State the reasons of the human resources planning.
3Show the necessity of the human resources management in the public sector.
4Categorize the models of the human resources in public, private sector and in the NGOs.
5Evaluate the recent legal regulations in public human resources
6Design new human resources models in order to increase efficiency and effectiveness.
