COURSE DESCRIPTION

Course Objective The objectives of this course are to provide students with a basic understanding of public administration structures in democratic countries, to analyze the transformation process of traditional public administration model to new public management approach experienced in the developed countries since the beginning of the 1980s, to examine the Turkish administrative system within this transformation concept, to introduce the students basic characteristics dominating the structure and the functioning of the Turkish administrative system and finally to assess recent developments in Turkey towards reforming the traditional bureaucratic administrative system.
Course Content Understanding basic principles and structures of public administration, an era of change in public administration, traditional public administration model, new public management, the role of government, Turkish administrative structure, decentralization and devolution, bureaucracy, public personnel management, controlling mechanisms of public administration system, reforming the Turkish administrative system.
Prerequisites No the prerequisite of lesson.
Corequisite No the corequisite of lesson.

COURSE LEARNING OUTCOMES
1Knows both concepts and theories and development of public admnistration discipline.
2Knows main concepts and arguments about structure and operations of traditional and contemporary public administration
3Knows organization and system of public administration
4Understands and remembers reform movements, efforts, and reports in Turkish public administration
5Understands the reasons and conclusions of the transformation of state from the perspective of public administration discipline
